    We are the Government Ministry that provides policy guidance in the development of the Energy and Mineral sector.

    The mandate of the Ministry of Energy and Mineral Development (MEMD) is
    “To establish, promote the development, strategically manage and safeguard the rational and sustainable exploitation and utilization of energy and mineral resources for social and economic development”.

    The programme is to be funded by the government of Uganda ,Development Partners and the Private Sector.

    Background.
    In efforts to contribute to poverty reduction, one of the policy goals for the Ministry of Energy and mineral development is to meet the
    energy needs of Uganda’s population for social and economic development in an environmentally sustainable manner.

    To achieve the above policy goal, one of the major strategies adopted is to promote and/or implement rural electrification through grid
    extension, development of decentralized power supply systems and use of renewable energy resources.

    Linkage of the Ministry’s policy framework to the PEAP lies in three areas of which one of them is the provision of basic infrastructure
    (energy) for private sector investment.

    The Government of Uganda represented by the Ministry of Energy and Mineral Development (MEMD) has allocated funds under the Energy Investment Fund towards the development of solar power in rural areas.

    1. The Ministry now intends to prequalify Contractors and/ or firms from the outside world( International ) for the construction works . Construction of the power is expected to begin early 2011.

    2.The Scope of Work shall include Planning & Engineering, Civil Construction including Supply of Equipment & Materials, Design, Manufacturing, Installation, Training, Testing & Commissioning of Hydro-Mechanical and Electro-Mechanical Equipment including Auxiliary Equipment as well as remedying the defects leading to successful operation and performance of the Generating Units
    3.The Project will be supervised and managed by the Uganda Electricity Generation Company Limited (UEGCL) who will be the Government nominee and licensee of the project

    4.Prequalification is open to Contractors, Joint Ventures and Consortia who are experienced in the turnkey mode of execution of Hydro-Electric Projects of a similar nature, or those who have executed civil works such as Dams, Tunnels, and Power Houses as Contractors, Subcontractors or Management Contractors. Firms are free to form a Joint Venture/Consortium for the supply, erection and commissioning of the Equipment. They should be financially sound not having litigation history or history related to non-performance of Contracts.
